David Kalb
David Kalb, President of Capitol Services Inc., is one of the foremost contractors licensing experts in California. He has been recognized as an Expert Witness on dozens of cases and has testified at trial.

Michael Brown
Michael Brown retired from the California Contractors State License Board in 2010 after 25 years of service. He was the Chief of the Licensing Division from 1997 through 2003, and served as Chief of Legislative Affairs from 2003 until his retirement.
Mr. Brown was promoted to Division Chief after serving 6 years as the Licensing Assistant responsible for reviewing plans and specifications for all public work projects submitted by the Division of the State Architect, Department of Transportation, Department of Corrections, and local government awarding authorities throughout the state.

Michael's most prominent duties as Licensing Assistant included determining the proper contractor's license classification to handle a specified construction project and whether or not a contractor's license was required for a particular scope of work.
As Chief of Legislative Affairs, Mr. Brown gained considerable expertise with the California Contractors' State License Law, having participated in the drafting of numerous amendments to that body of law, and shepherding them through the legislative process.
